Zuckerberg testifies on Facebook privacy and data practices

· 3 Nov 2026

Senate hearing where Mark Zuckerberg answers questions on privacy, data, competition and Russian ads.

Foreign interference and legal process
  • The Internet Research Agency ran about one hundred thousand dollars worth of ads.
  • Zuckerberg cannot say all foreign actors have been identified.
  • Facebook has received subpoenas from the special counsel's office; Zuckerberg has not been interviewed.
What was settled
  • Zuckerberg accepts that Facebook has a responsibility for content on its platform.
  • Zuckerberg concedes that not telling users in 2015 was a mistake.
  • Zuckerberg agrees Facebook should work on communicating its privacy controls more clearly.
Left open
  • When exactly the decision not to inform users was made.
  • How much revenue came from engagement driven by foreign propaganda.
  • Whether Facebook will expand the right to erase data, know who data is shared with, and prohibit sharing.
Follow-ups
  • Zuckerberg to work on making privacy controls easier to use and clearer to communicate.
  • Facebook to continue cooperating with the special counsel's office, details kept confidential.
chevron_left chevron_right
Formal and deferential throughout, with Zuckerberg addressing questioners as senator and conceding points rather than pushing back.
  • “senator I don't believe we've ever collected the content of phone calls”
  • “I think that maybe what this is all about your right to privacy”

00:00 we didn't take a broad enough view of

00:03 our responsibility and that was a big

00:05 mistake and it was my mistake and I'm

00:08 sorry I started Facebook I run it and

00:12 I'm responsible for what happens here

00:14 mr. Zuckerberg would you be comfortable

00:17 sharing with us the name of the hotel

00:18 you stayed in last night know if you've

00:30 messaged anybody this week would you

00:31 share with us the names of the people

00:34 you've messaged a senator no I would

00:37 probably not choose to do that publicly

00:39 here I think that maybe what this is all

00:41 about your right to privacy the limits

00:45 of your right to privacy and how much

00:47 you give away in modern America in the

00:51 name of quote connecting people around

00:53 the world who's your biggest competitor

00:56 senator we have a lot of competitors

00:58 who's your biggest the other tech

01:00 platforms so Google Apple Amazon

01:02 Microsoft we overlap with them in

01:04 different ways isn't an alternative to

01:06 Facebook in the private sector yes

01:09 senator the average American uses 8

01:11 different apps ok communicate with their

01:13 friends and stay in touch with people

01:15 ranging from tablet apps to email

01:17 service you provide well we do provide a

01:20 number of differences clitter the same

01:21 as what you do it overlaps with a port

01:24 you don't think you have a monopoly all

01:27 right certainly doesn't feel like that

01:29 to me ok which are you are you a tech

01:32 company or you the world's largest

01:35 publisher do we feel a responsibility

01:36 for the content on our platform the

01:39 answer to that I think is clearly yes

01:41 and but I don't think that that's

01:43 incompatible with fundamentally yet at

01:45 our core being a technology company

01:47 where the main thing that we do is have

01:49 engineers and build products have you

01:52 ever drawn the line on selling data to

01:55 an advertiser it's actually one of the

01:57 most important parts of how Facebook

01:58 works is we do not sell data advertisers

02:00 do not get access to people's individual

02:02 data

02:03 have you ever collected the content of

02:05 phone calls or messages through any

02:07 Facebook application or service

02:11 senator I don't believe we've ever

02:14 collected the content of phone calls we

02:17 have an app called messenger that allows

02:19 people to message their mostly their

02:21 Facebook friends did you or senior

02:24 leadership do an inquiry to find out who

02:27 at Facebook had this information and did

02:30 they not have a discussion about whether

02:34 or not the users should be informed back

02:37 in December of 2015

02:39 senator in retrospect I think we clearly

02:43 view it as a mistake that we didn't

02:44 inform people and we did that based on

02:46 false information that we thought that

02:49 the case was closed

02:50 and that the data had been deleted so

02:51 there was a decision made on that basis

02:54 not to inform the users is that correct

02:56 that's my understanding yes do you know

02:58 when that Congress when that decision

03:00 was made not to inform the users I don't

03:04 how much revenue did Facebook earn from

03:07 the user engagement that resulted from

03:08 foreign propaganda

03:11 well senator what we do know is that the

03:14 IRA the internet research agency the the

03:17 Russian firm ran about a hundred

03:19 thousand dollars worth of ads I can't

03:22 say that we've identified all of the

03:25 foreign actors who are involved here so

03:26 I I can't say that that's all of the

03:30 money but that is what we have

03:31 identified okay mr. Zuckerberg I come in

03:35 peace I don't want to vote to have to

03:43 regulate Facebook but my god I will but

03:47 that a lot of that depends on you and I

03:53 say this in gently

03:56 your User Agreement sucks

04:01 the purpose that User Agreement is to

04:04 cover Facebook's rear end it's not to

04:07 inform your users about their rights now

04:11 you know that and I know that are you

04:17 willing to go back and and work on on

04:21 giving me a greater right to erase my

04:23 data senator you can already delete any

04:28 of the data that's there or we don't

04:29 need to expand that work on expanding

04:31 that senator I think we already do what

04:36 you're referring to but certainly we're

04:38 always working on trying to make these

04:39 controls easier are you willing to

04:42 expand my right to know who you're

04:44 sharing my data with senator we already

04:51 give you a list of apps that that you're

04:54 using and you signed into those yourself

04:56 and provided affirmative consent right

04:58 as I've said before I don't share any
